How you will use it
1. Define the package
Save one workbook per package. Enter the project, package, bidder names and each base price. A blank quote is not treated as a zero-price offer.
2. Normalize the price
Enter add alternates, positive deductions, missing-scope allowances and other signed adjustments. These are comparison figures, not an agreed subcontract amount.
3. Review the same scope
On Scope review, use the same scope row for all three bidders. Select Included, Excluded, Unclear or Not quoted. A blank status remains unassessed.
4. Assign clarifications
Record the clarification owner, response due date and reference. Update allowances and scope status only when the comparison basis changes.
5. Review commercial terms
Compare schedule, qualifications, proposed substitutions, quantities and terms alongside price. Keep the original proposals and supporting clarification records.

Comparable price = base bid + add alternates - deductions + missing-scope allowance + other signed adjustment. The lowest priced quote is a numerical comparison only. Excluded, Unclear and Not quoted rows remain flagged for review. The workbook can say Listed scope included only after every listed scope row is marked Included for that bidder. With no scope rows, it says No scope rows.

Software and use
Delivered as an editable .xlsx workbook and PDF guide. Compatible spreadsheet software and a PDF reader are required. No macros. Formulas and status changes were checked in the authoring engine; desktop Excel and Google Sheets import have not been independently tested. Desktop use is recommended for the wide tables.
One purchase covers internal use by one business and its employees/project teams. Completed project records may be shared with customers; resale or redistribution of blank products is not included.
